Q. I have heard an ‘Aalim state that there is a principle in fiqh that “Certainty rules over doubt”. Regarding the practical application of this principle: Would it be correct to assume a public toilet’s wet floor to be taahir if one does not see any impurity on the floor based on this principle? (although logically it is highly unlikely that the wet toilet floor isn’t soiled by najis but this doubt is still not to the level of certainty.)

A. The principle will not apply to a public toilet’s wet floor. The
certainty of  the floor being impure is overwhelming in a public
toilet.
